Apprenticeship System Simplified: Payment and EPA Changes Explained

The apprenticeship system in England is undergoing important updates — and they are designed to make things simpler, more flexible, and fairer for everyone involved. If you are an employer, a training provider, or an apprentice yourself, understanding these changes is crucial. In this blog, we break down what is changing, particularly around apprenticeship payments and the End-Point Assessment (EPA) process.

What’s Changing?

From April 2025, the Department for Education (DfE) is introducing reforms aimed at streamlining how apprenticeships are delivered and funded. Two key areas are being updated:

• Payment systems for apprenticeships

• The End-Point Assessment (EPA) process

Let us unpack each one.

1. A Simpler Apprenticeship Payment System

Currently, apprenticeship funding payments are complex, with providers receiving payments at various stages — including for training delivery, assessment, and outcomes. Going forward, a single, streamlined payment model will be introduced.

Key Changes:

• Single Price: Employers and providers will agree on a single price for the entire apprenticeship (training + EPA combined).

• Monthly Payments: Payments will be made monthly throughout the apprenticeship, covering both the training and EPA components together.

• Final Payment Adjustment: If the apprentice completes successfully, providers will receive the final completion payment as usual. But the administrative separation between "training" and "assessment" costs will disappear.

Why this matters:

• Less red tape for providers.

• Easier for employers to negotiate and understand costs.

• Better cash flow predictability for training providers.

2. Changes to the End-Point Assessment (EPA)

The EPA is the final test that confirms whether an apprentice has achieved full occupational competence. Previously, the EPA had to be contracted separately between the employer and an independent End-Point Assessment Organisation (EPAO). This created administrative complexity.

Under the new system:

• Providers will be able to manage EPA bookings. Providers can contract directly with the EPAO on behalf of the employer if agreed, simplifying the process.

• Integrated Pricing: The EPA cost will now be part of the total apprenticeship price agreed upfront between employer and provider.

• Fewer Administrative Steps: There is no need for employers to set up separate accounts or contracts for EPA services.

Why this matters:

• Streamlined journey from training to assessment.

• Reduces delays between finishing training and completing the EPA.

• Clearer, more predictable costs from day one.

3. What Apprentices, Employers, and Providers Need to Know 

For Employers:

You will have fewer forms and contracts to deal with. You negotiate one price for the whole apprenticeship and deal with your training provider.

For Training Providers:

You will take on more responsibility for managing the apprentice's journey — including working with EPAOs — but you will have more control over the learner’s entire experience.

For Apprentices:

Your journey should be smoother, with fewer handovers and fewer delays getting to your final assessment.

4. Key Dates to Watch

2025/26 Academic Year: Transition period. Apprentices may still be under the old system depending on when they started.

2026 onwards: Full rollout; all new apprenticeships will use the simplified model.
